Guardrails?

I love Rwanda.  The scenery is beautiful, the people are friendly, and there is a concerted effort to raise the country out of the ashes of its genocide into a thriving, vibrant nation.

I am sad to say that the one place that I can say that the country is falling short is in the guardrails department.   There has been no improvement in this area since my last trip here four years ago.  They appear to be resolute in their refusal to install guardrails where any reasonable person would say, "You know, we really need to put a guardrail here."
